About TIRI

The Tokyo Metropolitan Industrial Technology Research Institute (hereinafter referred to as "TIRI") is a public testing and research institution established by the Tokyo Metropolitan Government. Our purpose is to foster the development of small and medium-sized enterprises (SMEs) in Tokyo by providing technical support, thereby contributing to the improvement of the lives of Tokyo residents.

In our Fifth Medium-Term Plan, launching in FY2026, we have placed organizational "evolution" and the "collaboration and integration" of technologies at the heart of our strategy — ensuring that TIRI remains a "reliable and dependable" partner even in an era of rapid change. By cross-pollinating our diverse internal fields of expertise, we will further elevate the quality of our technical support. Furthermore, we will expand finely tailored, region-specific services through our branch offices and enhance our presence through strategic outreach, ensuring our support reaches an even greater number of businesses.

In research and development, we will focus on creating technological seeds that anticipate the future of industry, driving both "exploitative innovation" to deepen existing strengths, and "explorative innovation" to pioneer new domains. As a hub for open innovation, we will go beyond TIRI's own technological capabilities by organically connecting the wisdom and vitality of external institutions and businesses. Working alongside SMEs and startups, we will tackle the increasingly complex challenges facing society.

Precisely because we live in uncertain times, we are committed to fulfilling our mission to "support Tokyo's SMEs—the backbone of our industry—through science and technology." We will foster a strong sense of unity as an organization, and strive to deliver our full collective strength by transcending technological and organizational boundaries.
