Tokyo's small and medium sized enterprises (SMEs) face challenges posed by rapidly advancing technology and the globalization of the economy, and as such require prompt and effective support on not only in terms of fundamental technology but also advanced technologies including nano-technology and information technology. On top of this, further challenges are starting to emerge relating to the environment, reduction of energy consumption, the declining birthrate and societal aging, and public welfare.

In April of 2006, the Tokyo Metropolitan Industrial Technology Research Institute (TIRI) was restructured to a local independent administrative institution, which has enabled it to undertake more rapid and flexible activities to provide technological support. Based on the Metropolitan Government's strategy, TIRI opened the new industrial support institute “Tama Techno Plaza" in the Tama suburbs of Tokyo in February of 2010, and established a new headquarters for TIRI in the Rinkai bayside area of Tokyo in October 2011.TIRI set up Bangkok branch in Thailand in April of 2015 for giving technical support to the Japanease SMEs in ASEAN.

The mission of TIRI is to promote the development of small and medium sized enterprises through industrial technology, and thus to contribute the quality of life in Tokyo. TIRI's high-quality flexible management and assistance meet industrial needs and provide reassurance to our customers.
